The fierce speech of the United States President was motivated by the need to protect the remainder of the Jewish population in the Land of Israel, coupled with an understanding of the domestic needs of Marwan Barghouti, who for the first time was facing the "bear hug" of the Arab countries. Based on an unwritten (albeit oral) understanding, Marwan Barghouti appealed to the United States President in the first telephone conversation between them and asked him, as part of the network of understandings between them, to publicly give him the legitimization to rule over all of the area of the former State of Israel (except for the Golan Heights, which shall be returned to Syria) while "chucking" the foreign Arab forces beyond the territorial borders. "With all due respect", so said Barghouti to the United States President in that conversation, "the Arab countries have always taken care of themselves. Now, when the Palestinian people have realized their right to the Land of Palestine, we must not forget how the Arab countries treated us between 1948 and 1967. We are grateful to the Arab countries which helped up destroy the Zionism, however, they have thus completed their task and historical role in the restoration of the stolen homeland to our hands." In this conversation, Marwan Barghouti expressed his fear of an assassination attempt should he himself demand that the Arab forces retreat from the lands of Palestine. "We do not wish to be a second Lebanon, and I do not wish to end up like Jamayel, the Lebanese Maronite leader who met his death in a car-bomb activated by Syrian Intelligence". It was subsequently agreed that the President of the United States would aggressively push for the expulsion of all the foreign Arab forces from the territory of the State of Palestine, both in order to enable the Palestinian government to rule and manage the affairs of the new enlarged state, as well as to halt the annihilation of the Israeli population, which was being done at a constantly increasing rate, so as to determine irreversible facts in the field. The United States President sharply condemned the devastation of the Jewish population in the Land of Israel, which was being committed not only by the foreign Arab forces, but also by the Palestinian forces. It was agreed that the American troops would be deployed in the Dan Region on a humanitarian basis only, in light of the great pressure applied to the United States President by United States Jewry, whereas Marwan Barghouti would receive the staunch support of the United States to evacuate the Arab forces from the Land of Israel.
